The Manage Tags window does not close

 If you open the Manage Tags window you cannot close it

Steps to reproduce:

• click on the Tags button and select Manage Tags
• close the window with the X at the top right

Expected behaviour:

• the window closes

Actual behaviour:

• the window remains open and reduced to an icon at the bottom left
